Floor Actions

• On Tuesday the House third read and passed HB 71 by a vote of 109-46. The bill would allow the City of St. Louis to establish and maintain a municipal police force completely under the city’s authority.
• On Thursday the House third read and passed HBs 14 and 15, which are appropriations bills.
• On Thursday the House third read and passed HB 139 by a vote of 154-0. The bill would require the Offi ce of Administration to maintain public school and county and municipal government accountability information and the governor’s travel information on the Missouri Accountability Portal.
• On Thursday the House third read and passed HB 209 by a vote of 109-43. The bill would revise the laws regarding private nuisances when it originates from property used for farming, agriculture, crop, or animal production purposes and when a court must visit an alleged aff ected property.

• On Thursday the House third read and passed HB 107 by a vote of 105-50. The bill would require special elections to fi ll certain vacancies in the positions of United States Senator, Lieutenant Governor, Attorney General, Secretary of State, State Auditor, and State Treasurer.
• On Thursday the House third read and passed HB 205 by a vote of 95-59. The bill would change the laws regarding unlawful discriminatory employment practices as they relate to the Missouri Human Rights Law and
establishes the Whistleblower Protection Act.

Committee Actions
• On Tuesday the House Utilities Committee voted do pass HB 124, which would allow an electrical company to recover from ratepayers the costs associated with early site development for certain electrical generation facilities.
• On Tuesday the House Health Care Policy Committee voted do pass HB 196, which would extend the
expiration date on the provisions regarding the Missouri Rx Plan from August 28, 2011, to August 28, 2016.
• On Wednesday, the House Tax Reform Committee voted do pass HJR 8, which would Proposes a constitutional amendment replacing the individual and corporate income tax, corporation and bank franchise taxes, and sales and use tax with a fair sales tax on certain property and services.
• On Wednesday, the House Elementary and Secondary Education Committee held a public hearing on HB 473 which would change the laws regarding charter schools and establish the Missouri Charter Public School Commission.
